This letter is most likely from 1962 and the unidentified woman would be Verda Freeman Welcome. She won that election and served for the next 20 years.
Naturally, the writer fails to mention Welcome's extensive education, and her years as a Baltimore City teacher.
Awesome!! I couldn't figure it out in Google!
